The idea of ‘FIELD’ is the major concept for the proposed PAT design. It fully embraces the vision of the administrative town of the 21st century that is to become the representation of the Korean government; one which gives importance to decentralization, pluralism and network. This “FIELD” is the place where multiple interactions occur. It gives higher importance to “relationship’ and ‘activity’ that are generated in this space rather than the artifacts themselves. This new idea of ‘FIELD’ distinguishes it from past notions of city planning. The ‘FIELD URBANISM’ is not a city that depends on the physical structures or buildings and its symbolic meaning. Rather, it is a city that is designed and defined by the users themselves in relation to their use and activity. In terms of creating such a field condition, the proposal sets up two propositions: a vertical and a horizontal one. The vertical condition contains multiple programs such as commercial, business, and residential buildings organized in a highly dense manner in the form of high-rise complex. However the intense and active pedestrian and urban activities generate piazzas that hold such events. The horizontal condition is composed of governmental programs and public facilities that are laid out in a sporadic manner. It is more about urbanism in this idea of the ‘FIELD’. Consequently the proposal intends PAT to be the scenery of a sort of an ‘Administrative Village’.
