The goal of this US 14 billion dollar development master plan is to create a unique edu-tainment, leisure and retail destination for the Incheon International Airport's IBC2 site that will attract tourism, especially from China and Japan as well as locals.

The Master Plan organization is founded on two key features of the site, its connection to the airport and its waterfront access.  Because of its visual and physical access to Incheon, it is important to capture this destination before even landing on the ground.  Therefore all buildings are oriented North / South making it parallel to the airstrips and highly visible to anyone arriving at Incheon.  The arrival to Seoul would be a showcase of the destination, the Casino / Hotel strip and unique entertainment venues.  Starport has a variety of casino, leisure, hotel and entertainment venues.  On the east side of the central waterway a combination of luxury casinos and hotels, exclusive boutique hotels and wedding chapels, and an indoor/outdoor mall, lines the waterfront boardwalk.  On the west side of the waterway are the entertainment venues and additional casinos and hotels.  The entertainment venues are diverse and include sporting, art, nightlife, cinema, gaming and theater events.
