This competition winning entry includes a 7-story District Hall, 4-story Congress Hall, and 3-story Health Clinic. The official design criteria included three items: an efficient layout of both vehicular and pedestrian circulation, an allowance of a future building expansion, and an energy efficient design. By mixing “high-tech” materials like glass and metal with “institutional materials” such as granite, our design tried to display a town hall’s “formal” image with a futuristic attitude. By allowing the floor to floor height to be 4.5m, Intelligent Building Systems (IBS) was used to cope with the heavy use of computers and other electronic office systems required by the owner.
