Located within the densely developed core of Honolulu, the site is on the perimeter of an historic district containing some of the oldest and most significant structures in the city. A complex set of zoning restrictions, the constraints of an historic district, the configuration of the site itself, and a high ground-water level, all had to be dealt with while accommodating a multi-level parking deck, an office tower, and a variety of public and service activities as efficiently as possible. The solution consists of a street level containing a public entrance and elevator lobby, a public banking hall, retail shops, vehicular access ramps to parking, and an enclosed truck dock and service areas. Above, there is a seven-level parking deck which extends into, and is concealed by, an office tower rising twenty stories above street level. Through this organization of components, each major element of the project could be developed to optimal efficiency. The building image and its urban context are enhanced by a plaza and arcade which wrap around the building, while the stepped facade expresses the transition from a large public banking hall entered from the street corner, to the smaller scale of adjacent buildings along each street.
