One of the first major projects in a renewal zone between the downtown area of Richmond and the James River, the Federal Reserve Bank serves as a catalyst for further development in this section of the city. Subsequent to its construction, the city completed a public square to bridge an expressway, effectively reuniting the new er downtown with this older part of the city. Situated in a low area where hills descend to the river, the building is organized with all of the security and service functions contained within a base structure tucked into the sloping site. The project includes a parking garage, trucking and vault facilities, security operations and major mechanical areas. Future lateral expansion of these functions can be accommodated within the remainder of the landscaped site. The separation of secure and nonsecure functions allows the administrative and public access activities to be housed in a twenty-six-story tower similar to a speculative office building. In doing so, the project benefits from the economies and efficiencies of this building type. Also, the image and character of the whole project is more compatible with the rest of the community when the security functions are concealed within the base of the building.
